It's funny that it was the guy cop badgering the lady cop (to stop so he could buy a soda). I'd have expected the lady cop to taser the annoying SOB.

I wonder who was at the wheel?

hm, I would think he was. Hopefully he would have enough sense not to taze someone that was driving the vehicle he was sitting in. But he didn't have enough sense not to taze his partner so who knows.
