Trilling Hand gestures from the show "Three's Company" translated into music.
The early 80s were a very fidgety time.

I blame the hand jive, the story of Helen Keller and Italy. Possibly the desperation of being on a really crappy show.
There was a clamp down on talking with your hands at some point, but I remember wildly gesticulating into the mid 80s to the point of losing jewelry out a car window.
Then I tried cocaine.
