ethics-wise, do you think there's a problem in submitting a proposal when you gave the organization feedback on drafting the request for bids?[More:]
This is weird because when I try to make a snap decision on the issue I get to opposite polarities ('OF COURSE, are you kidding??? you know their budget and random bidders don't!!' vs. 'No, what the hell? it's just like doing a project where you helped define the project'.)

(I have no influence over the selection process btw, and the feedback I gave was limited to just feedback rather than substantive stuff.)
I don't see anything wrong with it myself, but it might help to know more about what kind of company it is.

If you are going to do it better, for yourself and the client; then no.

Compare your feelings to how you would feel if it was done poorly by others. You'd feel bad for the organization, and for yourself for not making the attempt to do better.

Answers like these, plus a couple of dollars; will get you free cups of coffee!
