Interesting read. I think I came across an article on this same topic in the Times Mag a few years ago. Perhaps by the same author. At the same time, Russia seems to have ignored AIDS, allowing a situation which could have been nipped in the bud (due to Soviet isolation) to get way out of hand.
Russia has quite a few healthcare problems. When the USSR collapsed, supposedly they also let all their half-treated TB patients out of the sanatoriums, thereby contributing to drug-resistant and extremely-drug-resistant TB worldwide.
