I'm no expert but my years spent in high school AP Western Civ lead me to agree with notquitemaryann, that the man is indeed sporting a cossack hairstyle. Something with a "kuh" sound to it. Can't be bothered to look it up, else I'll have flashbacks of the class. :P
The Cossack haircut seems to be called am Oseledets or Khokhol. It does seem to be that: the way it's tucked behind his ear has to be deliberate, and it's more more of a strand than a combover-sheet.

Sir, I wish to apologize to you for some of the silly things I said about you up-thread. We all have our little quirks as individuals, and far be it from me to callously make sport of another human being's physical and/or sartorial idiosyncrasies. In fact, I think you cut quite the striking figure in your crisp, spotless uniform and masculine coiffure.

citrusfreak, this is the first photo I see when searching google images for "kohkhol" ... which is like, forget not wanting to be the guy's hairdresser - just don't let me be his music teacher!
