Local story here. What they do is muck around down by the riverwalk in what are basically flooded planting beds, and periodically they get enough energy to try to make it uphill. Vigorously swishing their tails back and forth, they manage to move up the asphalt where the river water is flowing down, and usually get 8 or 10 feet at a time. If they're on a shallow bit they can rest and try again, but most of them just get washed back down to the riverwalk area.
