pact, concord, treaty?

Upon reflection and given my basic understanding of japanese, it's not what you say but how you say it.

You mean an exchange between cultures, such as Americans getting into anime or Japanese getting into baseball? Or a meeting between state officials?

The former I would call "cultural exchange." The latter a "summit," if heads of government were involved, a "conference," if they were not. A conference may lead to an accord.
