1. Have as much light as possible. Even if you can see fine, turn on more lights. Don't even bother if it's dark.
2. Hold the phone as still as possible. Those cheap CMOS sensors are slower than more expensive units and so the exposure time is long. Brace your hand against a doorframe, for example.
3. Experiment with all the white balance settings in the phone for what works best.
4. When the subject is backlight, get as close as possible so that the background doesn't drown out the subject.
practice. I take crummy cameraphone photos, but my SO who takes at least a dozen+ a day gets fantastic shots from his phone. Course it does help a little that his phone is miles better than mine, camera-wise, but he was always good at it even back when phones sucked. *jelous*
