Sweet. I didn't know there was such a thing. AFAIK, only monarch caterpillars fed on asclepias.

iconomy that looks like one of a myriad type of damselflies (odonata), of which dragonflies are a subset, but I couldn't tell you specifically which.

perchance a good question for the what's that bug? site.

Wedge might have it (I'm no entymologist), but there's BugGuide and What's That Bug who may be able to answer your question.

iconomy, "what lonefrontranger" sez; looks like a damselfly variant to me - man, I've love this class of insect (and the dragonflies); mosquito eaters!
