Sweet. I didn't know there was such a thing. AFAIK, only monarch caterpillars fed on asclepias.

iconomy that looks like one of a myriad type of damselflies (odonata), of which dragonflies are a subset, but I couldn't tell you specifically which.

perchance a good question for the what's that bug? site.

iconomy, "what lonefrontranger" sez; looks like a damselfly variant to me - man, I've love this class of insect (and the dragonflies); mosquito eaters!
