I'm curious about how bizarre this seemed in Russia. It's possible that it didn't seem quite so strange. Here in Greece people hug and kiss kids all the time, and for the most part, any adult around will take care of any kid around (within reasonable bounds); it's a much different dynamic than in the U.S.
The Russian media called it "a moving scene", and said that people were "surprised" by this. Apparently, he kissed the boy in front of a group of American and British tourists who found it quite odd indeed. Judging by the comments I read on the internet, it seems that many Russians considered it strange, if not scandalous, while others found that the president should have a right to act strange from time to time.
