Here's my take, FWIW. When the goldfish is floating at the top, it's merely in the end-stages of shock (you can detect slight movement just prior to the battery). The jolt from the battery overwhelms the CNS and causes the fish to flutter and swim, but it clearly isn't well and probably dies very soon after.
