So in 1997, Don Bluth decides to do a straight up Disney-style movie And it's awful, it's a bad movie, but it does have 3 minutes where it can hold it's own against the best of the Disney Machine: Once Upon A December.
Also the animation nerd in me can't help but notice all the repeated art in that scene. Yeesh.

I've never been a rider on the Bluth fan train. I mean...Props to him for keeping hand-drawn animation alive(ish), but, as you point out, he cuts a shit-ton of corners.

Bluth is such a weird filmmaker even with a budget, it's not just like hack work it's really specific, like go ahead and watch All Dogs Go To Heaven as an adult. That stuff is BONKERS.
