Over-the-top processing - photomontage, blur filters, solarization...photo editing taken to extremes.

Like Kronos says, it's about the editing, even if not done with Photoshop itself. I hope we'll see some crazy phone photos treated with Instagram or Vignette or others of those kind of smartphone apps.

So it doesn't have to be actual Photoshop? I've never actually even seen Photoshop in real life, just heard about it on the internets.

"Over-the-top photo editing" would probably suffice as a parallel phrase. I think you could replace that with some analog version of Photoshop (source).

If you're interested in image processing but don't want to cough up the $ for Photoshop, Gimp is a free and very powerful image editor. It has a steepish learning curve, so buy a book to go with it.

Oh, I've used Gimp for over a decade, just never had a reason to actually pay for Photoshop.
