I think where he points where strong design, characterization and voices can make up for lack of budget for adequate animation has a lot to do with the one fatal flaw on Ren & Stimpy and some of his other work: when he comes up with what he considers a great gag, a funny visual, he dwells on it for way too long, slowing the pace or just bringing it to a full halt. His 11 minute R&S cartoons would've been undeniable classics at 6 minutes. At 11, it's deniable.
That said, I appreciate his appreciation of the qualities of the pre-Space-Ghost-pre-Scooby-Doo-era Hanna Barbera toons. Huckleberry Hound, Yogi Bear, Quick Draw McGraw, Pixie Dixie & Mr. Jinks, Top Cat, The Flintstones, The Jetsons, Magilla Gorilla, Atom Ant, Secret Squirrel, Dastardly & Muttley, now those cartoons were cartoony! Limited animation with not-so-limited imagination (but Jay Ward & Co. and Bob 'Beany & Cecil' Clampett did better and Hal 'Batfink' Seegar might have if given more of a chance). His criticism of Alex Toth's simplified/semi-realistic character design was harsh, but all too true.
