Whoa, scary.

Cold War game theory got bizarre at times. As I recall, one of the things was that they decided it was a peaceful gesture to target your enemy's cities, but an aggressive gesture to target his missile silos.

If you're targeting his missiles, it implies you're considering a first strike. But targeting his cities only makes sense for retaliation.

In The Fate of the Earth, Jonathan Schell noted how strategy considerations sometimes unwittingly adopted the posture that the weapons had their own grudges to settle - detached from any human agenda.
