I can think of a number of issues:
1. Wait for his parents to be out of the house long enough to create his masterpiece
2. Procuring the paint and supplies w/o drawing suspicion
3. Painting a penis recognizable from a distance while working right on top of it
4. Timing his work so that it wouldn't be unveiled to the world until he was safely traveling out of the country

...and probably lots more. This kid has fortitude.
