It may have to do with the Dene Tha' first nation and oil rights on their reserve in Alberta. Rene Metacat is the elected councillor for the Upper Hay River District 212, Meander River Community. This may be a placeholder for his personal site. That picture looks like Alberta, eh?

It seems Metacat's point is a little different. He testified before the House of Commons in 2003 that the Meander River community, super-rich in reserves, sees none of the money other regions do. He agrees with Dene Tha' chief James Ahnassay, who sees the federal millions given aboriginals in the Northwest Territories along with access and benefits agreements signed with the pipeline project's proponents and wonders when his people, who live just across the Alberta border, will get their share.
Of course, I have my doubts as to whether that's the real metacat.org story at all, but the whois data shows Toronto, so maybe it's right? It was like one of those Conde Nast Traveller back page "Where in the World?" puzzles.
