Hmmmm, I wonder what the Brazilian Environmental Resources Agency (IBAMA) thinks about this? The government gets really picky about its natural resources being mined for profit by groups that it hasn't approved of. It's hard to get licensing to ship semi-precious gems abroad. Suppose this guy has it?

Given the "local shipping only", sounds like a no-brainer that the answer is no.
