Whoa. We're dealing with the city on a couple landlord issues right now and even when people are nice it can be a bear. (This is Wisconsin, so people are in fact generally nice. Uh, door's open!)
They had their wicked way with me. Now it's my turn. A friend had lunch with the mayor today. He'd read the article and was "dealing with it."
We'll see. I suspect they are going to make a personnel issue out of it. It's really a planning issue: the neighborhood groups wanted the single family upzone to protect themselves from the scumbag developers. The planning updates have very clear language that the city isn't going to do this sort of thing. So they are going to stop. My next move is a public disclosure request for all the Certificates of Non-conforming Use in this particular area. I'm betting that there aren't many and I was the first one they hammered like this. So I'm going to see I'm also the last.

Sorry for the pain, warbaby, but I'm very jealous of the stove. Since we're renters, of course we can't do this, but I really miss the fireplace that we had in our first apartment in Greece. If we lived in our own place, I would put in something like what you have.
This is the Hearthstone Stowe in matte black. Does up to 1200 sq. ft. I keep mine turned down to about 60% except when I am roasting cats. Which would be all the time if they got their wish.
