Unfortunate that the policewoman attempting to comfort the second girl did not appear to be trained in passive restraint techniques or have the wits to realise what was happening. She was not in control of the situation by any stretch of the imagination.

This lack of ability to control people is in evidence throughout the *reality* programmes where police are filmed. None of them seem to be able to remain calm and in control of a situation or person. And that is in the footage we are shown!
