I'm still not totally convinced George and Dick will willingly leave, unless they're guaranteed immunity for every damn thing they've done. I suspect the reason the Democrats took impeachment off the table is a direct threat that the Administration will find a way to simply shut down Congress if they try. I also see the tragedy of Benazir Bhutto as a potential preview... if Musharrev can pull it off, why not? Now THAT'S MY cynical side. Beat that.

Oh ho ho, but "locking out" congress would be so much fun!

(I suspect that impeachment was taken off the table because Congress has no political will anymore)
