What would be the border?
Is the waist or the pantyline the Mason Dixon of the body map?

I would say the waist. But then, my waist and my pantyline are pretty much in the same place.

No way. South of the border means third base, and starts with the short and curlies (or the stubble... kids these days).

Waistline of the panties seems like a good one, because sometimes when they're taken off, the line of demarcation remains.
