These beavers won't thrive in a zoo? They can't put them somewhere hundreds of miles away? They can't "unbuild" the dam a bit every year?

No no -- MUST! KILL! BEAVER! FAMILY!

Knock a big chunk down and let the water drain back 4 feet or so. The family will have to work to build it back up and the town won't flood.

Even better install special drains that keep the water level constant with stimulating the beaver's leak plugging instinct. There are many alternative management techniques. Ironically trapping the beavers can be counter productive because a)the town has obviously created a good beaver habitat that will draw other beavers like iron to a magnet and b) beavers are rodents and like all rodents declining populations stimulate birth rates.
