When I worked in environmental monitoring, 1/5 of the legal limit of anything generally warranted a warning from the regulating agency and a marked increase in the frequency of sampling. I wonder how long they ran those air samplers for each specimen, because without some idea of the degree of confidence, those figures must be treated as being highly fuzzy.
