No, not really. It's up to the 'officer's discretion', meaning that it's up to the department, and most police departments have already released statements that their arrest procedures won't change. After all (as one local sheriff pointed out in a radio interview last week), what if we let some pothead go and he kills a bunch of people? Boy, would the sheriff's face be red.
On the other hand, a friend of mine tells a funny story about getting busted for pot in college by his RA (he went to a public school, so the on-campus security force were actual police officers). Two cops came in to his room with the permission of the RA, rustled up and took all his weed, took his bongs and pipes, took his scales and baggies, and finally took his lighters! My friend never heard from them again - he assumes they were a bit bored and looking for some herbal excitement.
