The authorities have decided to kill the dozen or so beavers living near the beach to eliminate any further risk to local bathers.

That's sad - they should kill the bathers to protect the beavers. Unless the beavers are climbing out of the water, waddling down the street and into their houses to attack them, of course. Then it would be self-defence.
