(Not that I'd ever go out running -- shin splints.) Or if I popped across the street to buy a bottle of water and didn't bring my ID with me, I could be arrested? Is not carrying ID actually a crime???

I didn't catch that in this story. but I've seen it before and wondered about that, too. I think the "crime" is not producing an ID if an officer asks for it, but that amounts to it being illegal to leave the house without ID, which is bull.
