The microsoft term has a specific techinical meaning within the realm of windows LANs which is not what is meant here.
The blogger seems to be jibber-jabbering about Optimizing one's Search Engine appearance, and whinging that google is giving up the goods to the big boys (and the Wikipedia rebel alliance) based up on the fact that Google places more merit in links referring to those sites, eg "trusts" them more.
In other words, "Google Sucks Now Because They Sold Out."
Or some such. The blog post mentions the Long Tail, and in their case, they are waaay out in the long tail end of coherence.
"We spent 2001-2005 trying to get all our clients' sites to rank high on Google using keywords. Then Google changed the rules, and now they rank based on specific top-drawer sites that we optimizers call 'trusted domains' because jargon is one of the barriers to entry in our profession. Now that we have started astroturfing on trusted domains like About.com and Wikipedia, we are getting successful again at boosting the page rank of our clients' sites."
