Taz pretty much nailed it, and it's Norweigan. Straight up it menas "better life conditions" as in , yaknow, more food on the tables, safer jobs maybe, better space to live in, vacations/time off, school for the kids... that sort of thing. Maybe yaknow, some actual cold so the snowmen don't melt (and thus die).

(I don't think I'm doing a very good job at translating the humor that is apparent when you read it in norweigan, and look around at the poor winter we've all had this year. But trust me, it's funny.)
