I know! It looks like it was in the West Hills around Council Crest, or mabye way up top around Skyline Blvd. where all those radio towers are.

Stumptown Confidential says: Portland built an emergency command bunker in Kelly Butte (SE Division and 112, east of I-205) for evacuation of the city’s executive and emergency departments, so the city could “carry on” after it gets flattened by atomic warfare.

Too bad it's all sealed up. I bet they left some interesting stuff in there.
