Yes! I found it!Nether Earth was my favouritest ZX Spectrum game ever. It was also one of the first RTS games. Several reviews and other related articles can be found here. There's also a modern remake of it available (sadly, the link is broken).
I played the Windows version a bit and found it remarkably playable even by today's standards. The only thing that seems a bit ananchronistic is the interface (keyboard only; you can't move a robot and shoot at the same time).
