My only guess is that in the split second between retrieving the comment count and the "new" count, another comment was made? But I really know nothing about how that works, so...

Don't worry about it.
Probably just you refreshing your screen at exactly the same time as the last person made a comment. However, if it happens a lot, tell me and I'll look into it.
