Looks like it is in a hospital. Maybe someone died and she was mouthing off about her drug use. "Terri had THC in her system..."

Looks like a courthouse to me. Lawyers in the background, and this was possibly a local TV station doing an interview.

My guess is the woman who got hit was making the point that this "Terri" was under the influence of marijuana when whatever happened to her, happened, and presumably that meant somebody else wasn't getting punished the way the puncher and her daughter (?) wanted.

But then I live amongst these folks ...
