All joking aside, I believe I'll write letters to the City (and the prosecutor, if I can find his name) and encourage them to prosecute this (excuse me) fucker to the fullest extent of the law. Animal cruelty laws are too lax as it is, and cases like this often get laughed off or pushed out of the courts quickly.
