I suspect the text is pasted in over the original Spanish, probably by someone in England (hence tyre)

But, it wouldn't surprise me if it was phony.

It just seems way too abrasive to be an actual realise from the CIA. Even if they were encouraging such actions, which they most likely were, it hard to believe this pamphlet is real.

The original is real and is in Spanish. This came out about the same time as the notorious "assassination" manual. Your tax dollars at work. Yes, the CIA really is this clumsy and inept.

Leave your tap running, smash the state...

Oh, well. We were just as stupid during the 60's. The difference is we grew up and they run the country.
