Hahaha, LOL! What they failed to say is that even in "normal" conditions, that is what comes out of the taps. Seriously, the water is brown muddy crap that needs to be filtered to wash with unless you want to be coated in mud, and boiled to drink, even in the best of times.

My guess is that most residents of Dushanbe will not even notice.

My other guess is that the journalist filing this story is new and green to Dushanbe, and has accidentally reported this as a "public health disaster", without first discovering that it is the normal state of affairs.
