Short film fans, help? I've seen the 'tension' story in the linked post before at the Rotterdam film festival - but I can't find the japanese director that did it,, nor the film. →[More:] All I recall: It was the Rotterdam Film Festival Japan days in either 1999 or 2000. It was a short film shown in the middle of the night at Pathe Schouwburgplein (huge cinema!) and the director was there ready to answer questions after the screening. It was fantastic which is why I want to find that film to give the director credit where it is due.

The premise: someone leaves the gas on in a cramped apartment, while all the residents go about doing their thing - blow drying their hair, lighting matches, playing with toys that spark and so on. The cuts between each item that theoreticaly could set the gas alight get faster, and at the very end the apartment block is seen from the outside as the whole place explodes.
