They've always had this problem, though not so severe. I remember the Soviets used to have a dilemma of how to encourage the whites to breed, but slow down everyone else (many of whom were Muslim, at least nominally). Now that Central Asia isn't part of the country it's probably easier.

small_ruminant: not as easy as you might think. They still have that same "problem", or at least that's what the public perception is. Muslims (majority of them not "white") make up some 10% of the population, and they're not the only "immigrant" (again, this is the public perception, not necessarily the reality; Muslim Tatars have been living there for centuries, for instance) group.
