Ouch. Hosting Matters should be physically able to access the data if they choose to, but there may be legal barriers to them doing so. They could probably provide the owners of the data (ie you) with access if they choose, but it seems that this doesn't usually happen in these cases. I would suggest that you contact HM support as soon as possible and offer to become a customer if they can give you access to your data.

otherwise, what about Google cache and other places where you may find some (or all) of your data in one form or another and piece it all together? Not ideal by any means, but there is more than one way to kill a cat.

Eureka! Hosting Matters, being the lessor to Blogomania, was able to access the server and transfer my account over, not a single bit of data lost.
