Wahoo! I got 'em. [More:]Hot damn. The mail came today with a whopping big package of documents from the university in reply to public disclosure requests! Yipee! The prexy gave up her internal auditor -- after waiting till the end of the deadline to see which way the wind was blowing. Dead to rights. The auditor has been concealing documents requested under the Public Disclosure act and I can prove it.

The smoking gun was a memo from 3/19/03 asking for the prexy to approve of the internal audit into the alleged embezzlement (misappropriation, reprogramming, or some other term) of $20,000 of student fees. Wahoo! Hot Damn! And the prexy went across the hall and grabbed -- from the auditor's files -- the original memo (which the auditor withheld since July) authorizing the audit (which was severely screwed to conceal the misappropriation of the student fee funds). Ha, ha, ha, ha, ha.

They tried to cover it up, but they are BUSTED now. Whoopie!

Har, har, har. Break out the cutlasses and ready the grapneling irons. All hands stand by to board. One more broadside into the waterline and then me and my hearty crew will swing alongside, sweep the decks with grapeshot and langrel and it's Boarders Away.

If you've read Nick's blog, you have most of the pieces of the puzzle. The Good Professor Mills was suspended without notice or reason about a year ago. For several years prior to that, I had been hearing him grumble about the swiped money. I (innocent that I am) kept telling him it would get straightened out. I was wrong and it got covered up and he got canned to shut him up.

Last July, I finally got enough leads to begin an investigation. And the key to mystery was this bogus audit the university used to cover up the misuse of the funds.

So I filed a Public Disclosure Act (RCW 42.17)request for the university's internal audit file. And they blew me off by sending me bits and pieces of it, but concealing (in violation of the PDA) most of the documents. So I launched a blizzard of PDA requests for specific documents from everybody I could trace through what I did get. The deadline for that blizzard was the day before yesterday. And in yesterday's mail I got a huge envelope containing mostly lies and evasions saying they couldn't find or didn't have or never heard of the documents I requested.

The exception was the request to the university president's office. She had stalled to the last minute (probably to figure out what I was doing with this deluge of requests) and then gave up the smoking gun memo showing how and when the audit started.

I had been trying to get this since the beginning of July and had repeatedly been thwarted. I infer from how and when the prexy gave this up that she has decided to cut her losses and let anybody who's been involved in the coverup walk the plank.

The war's a long way from being over, but the outcome is no longer in doubt.

And amberglow, I have two lawyers on my side. And Mills has one of the top attorneys in the state. The ungodly can run, but they won't be able to hide.

Mills is suing the bastards in federal court and if they don't get their act together and stop lying about documents I know they have, I'll be seeking an injunction in state court to seize all the files in question. I don't know how that will come out or how the action will proceed, but the remedy I will be seeking is that the university comply with state disclosure law.
