He's never once been late on the payment in the six years he's owned the house, has had the same job forever, is basically exactly what any bank would want- someone who has a consistent history of on time payments in the very property they want a new loan on for that amount or less (since the interest rates are lower now than when he bought initially). But, no dice. No one will refinance. Most say they aren't doing refi on anyone, or anyone in his neighborhood/town/city specifically at the moment.

(Don't remember why I had to go there, why they couldn't ship them to my optometrist. It was a 45-minute drive through the sticks.)
