they forgot the loop where you make a call on the cleanliness of the floor the item fell on. I will absolutely eat anything I've dropped on a floor I've personally mopped/swept within the past 2-3 days. Beyond that it becomes more of a judgement call, and if it's in the mister's ex-roommates' house, then no, it goes straight in the trash.
Someone else's floor? Depends on many factors, including the visible state of the floor, the presence of pets, the food and its stickiness, etc. I can blithely assume my friends are better housekeepers than we are at home.
My floor? No. Unless I have swept or otherwise cleaned recently (an hour or less), no. I know the state of my floor; there is no blissful ignorance at home.
In my house the rule is "Can you rinse it? ----> Yes ----> EAT IT"
But the point is pretty much moot, since the dog (AKA "our little Roomba") considers the floor a very large plate with her name on it. If I can actually retrieve the dropped bit before she snaps it up, that means my speed was so spectacular that the dirty floor molecules couldn't possibly have had even a nanosecond to mingle with the food bit molecules, so it's perfectly safe to eat.
