It can be done in 15, I find, although you have to leave stray pixels of pie lying around.

It's an interesting problem, this pie thing, as minimizing overlap maximizes fragmentation of what's left behind. I wonder how they chose the size of the "bite." There's some cool math behind this, methinks, but I'm too lazy to figure it out.
